Buying property in Riyadh: the first steps

The first steps for buying a home in Riyadh. It is general information, not legal or tax advice.

Updated October 2026

Who may buy, and where

The Non-Saudi Real Estate Ownership Law took effect in January 2026, REGA announced. It allows non-Saudi individuals and companies to own property within designated zones, and REGA publishes the map of where foreign ownership is permitted. Fees and conditions are set by the regulations: check them with REGA and your lawyer.

Registering the purchase

Make sure the purchase is registered with the Saudi authorities, and that your lawyer checks the title, the zone and the developer’s licences.
