Riyadh opened its doors to foreign buyers in 2026. The Non-Saudi Real Estate Ownership Law took effect in January 2026, the Real Estate General Authority (REGA) announced, and allows non-Saudis to own property within designated zones; REGA publishes the map of where foreign ownership is permitted. Buyers look at the established villa districts of the north and west, at the new communities of KAFD and Diriyah, and at the quarters around the Diplomatic Quarter. Take advice from a Saudi-licensed lawyer before you commit, and check every step with REGA.
The law
The Non-Saudi Real Estate Ownership Law, in force since January 2026; REGA’s map shows where foreigners may own. See our page on buying property in Riyadh.
Where people look
The northern districts, the Diplomatic Quarter area, KAFD and Diriyah: see our property guide.
Check REGA’s zone map before you view: the law applies only within the designated zones.
Who to talk to
The regulator, REGA, and the international consultancies with Riyadh offices. We never publish prices.
Our advice: use a Saudi-licensed lawyer independent of the seller, and register every purchase.
